Adding class WebFpv which is a simple web server which only serves the donkey car camera
* Reduced the sleep time in the VideoAPI from 100ms to 10ms in order to achieve a less lagging web camera picture * Added the new WebFpv class with a very simple base_fpv html webserver file * Small pep-8 formatting updates in web.py and re-arranging the port variable to become a member in LocalWebController (makes more sense)
